Solar farm included in Plymouth schools’ $76.9 million budget proposal

Solar energy will help send Plymouth’s children to school next year.

Superintendent Gary Maestas unveiled a $76.9 million budget for the coming school year Monday that anticipates substantial savings on electrical costs from the proposed construction of a solar energy farm.

The $76,893,739 budget represents a $1,669,662 or 2.2 percent increase over current spending.

Salaries comprise 76 percent of the overall budget and account for all of the increase. much of that comes from the elimination of stimulus funding that helped pay teachers the last two years. Non-salary accounts will actually see a slight decrease.

The budget proposal assumes no salary increases for any school employees in the coming year. Maestas said all town departments will be excluding cost of living adjustments in this year’s budgets.

School employees are currently in the last year of their contract agreements. Negotiations for new contracts will begin despite the proposed freeze with all nine bargaining units next month.

Maestas said all town departments were instructed this year to assemble level service budgets that incorporated creative funding options.

The School Department’s proposed solution looks to make up for anticipated drops in federal funding by saving nearly $640,000 on utility costs.

The district expects to save $239,315 through a variety of energy conservation initiatives incorporated into schools over the past year.

Upgrading exterior lighting at eight schools to LED lighting with web-based controls saved enough energy alone to power Manomet Elementary School for an entire year.

For oil, gas and electricity between Hildreth Elementary School and The Bromfield Middle/High School, the costs have tallied as follows:

* $330,000 in fiscal 2009;

* $308,000 in fiscal 2010;

* $320,823 in fiscal 2011.

Smith said there was a “big drop initially” and then the spending “hovered for three years.” Energy prices were lower, relatively speaking, in 2009 but prices have “sort of bumped up since then.”

And then winter weather plays a role in energy consumption and cost. nonetheless, Bromfield’s sheer mass meant the building has served as a “significant” focus of the Energy Advisory Committee’s work for “not only the school but the entire town on energy consumption.”

At 154,000 square feet, Bromfield is 50 percent larger than the 92,000 square-foot Hildreth Elementary School located across the street.

On electricity use, Bromfield has dropped from 10,000 MMBTUs (Million British Thermal Units) to 7,500 MMBTUs and holdings “steady” in 2011.

At Hildreth Elementary School, the MMBTUs have remained steadily within the 4,000-5,000 MMBTU range since 2008.

The schools both stack up favorably against the Massachusetts Energy insight software program, which compared 700 school buildings in Massachusetts. Both are below the state median in terms of energy consumption per square foot of space. but Smith said Bromfield is “impressive” when compared against the pack.

As far as gas and oil consumption, temperature comes back into play. The winters of 2009 and 2011 were colder years, Smith said. therefore, there was a greater demand on heating fuel at the schools. Even adjusting for temperature fluctuation, Smith said there was still an increased energy use detected at Hildreth Elementary School, despite a school-wide lowering of the average temperature instituted three winters ago.

At Bromfield, the track record is much more impressive, recording a 6 percent drop in fuel use from 2010 to 2011. Adjusted for the temperature fluctuations, Smith said the fuel savings was more in the 15 percent zone. “That’s significant” said Smith.

From 2008 through 2011, Smith said there’s been a 40 percent drop in heating fuel energy at Bromfield. ” Awesome,” said de.

Over the past four years, Bromfield has seen boiler and burner replacements in fiscal 2009 and a significant lighting upgrade in fiscal 2010, along with control upgrades in the gym, library and cafeteria. Hildreth Elementary has undergone a conversion to gas heat and lighting upgrades and a variable speed drive for the hot water boiler that was installed in April.

Looking ahead, Smith said more attention is to be paid at gas-usage levels at Hildreth and the electricity usage at the Bromfield School. at Bromfield, it’s believed that a massive sweep to fix broken equipment at Bromfield contributed to more machinery working and actually drawing power, thus ramping up usage.

As was done at Bromfield, a staff survey is to be launched to try to document energy issues at Hildreth Elementary School.

Spirit, which is no longer operating, and Opportunity, which has defied all expectations and is still in service after seven and a half Earth years, weighed about 400 pounds each, and carried lithium-ion batteries so they could store the output of their cells, which was, at maximum, 140 watts. on earth, that amount of power is almost enough to run a desktop computer and monitor, but on Mars it was enough to run the radios, cameras and various instruments, and propel the vehicles.

Curiosity, the Mars rover that is scheduled for launch on Saturday, weighs about 2,000 pounds. “This is a much larger vehicle, the size of a small car,’’ said Stephen G. Johnson, the director of the space nuclear systems and technologies division at the Idaho National Laboratory, which prepared the nuclear power pack for the new probe. and it carries a laser that will be used to zap rocks, so that other instruments can analyze what they are made of. So its energy requirements are far higher.

“It’s really only possible with plutonium 238 to do what it’s intending to do,’’ said Dr. John M. Logsdon, a space expert at George Washington University.

Curiosity is supposed to run for one Martian year, or two Earth years.

Curiosity carries a nuclear power pack that can generate 110 watts, continuously. but this is not like a nuclear reactor on Earth, which splits uranium atoms to make heat, uses the heat to boil water and uses the steam to drive.

Space nuclear power packs are not reactors at all; they do not split atoms. they carry plutonium 238, a manufactured isotope with a half-life of just 88 years, which means that its radioactive decay is so fast that it glows red-hot. the heat is converted directly to electricity. the radioactive emissions are alpha particles, which are easily blocked, and the material cannot be used in a bomb, although the technology needed to purify the plutonium 238 can also be used to recover the type of plutonium that is weapons-usable. and the material is toxic.

the problem is that in the United States, all things nuclear are getting old. the United States stopped making plutonium 238 in the late 1980s, when the Energy Department shut down the reactors at the Savannah River Plant, near Aiken, S.C., which it was using for production of various radioactive materials, including tritium for nuclear weapons. since then, the United States has bought plutonium 238 from Russia, but that country no longer makes it, either.

A 2009 report by the National Academy of Sciences called for restarting production, but this has not been done, mostly for cost reasons.

One alternative is to develop a better way to convert heat into electricity in space. the National Academy report said that the method NASA uses now is only about 6 percent efficient. A Stirling Engine system could produce five times as much electricity from each unit of heat, reducing the need for plutonium, but it has many moving parts and has not been adapted to space use.

But the response so far has been to use solar cells whenever possible. Steven W. Squyres, a professor of astronomy at Cornell who is the chief scientist for the Opportunity and Spirit rovers, said: “You always use solar when you can; it’s simpler, cheaper, just easier to do. You only use nuclear when you have to.’’

This year, NASA launched another space ship, Juno, on a mission to Jupiter. because of the shortage of plutonium, it uses solar cells, although the neighborhood is not conducive to that technology. At the orbit of Jupiter, five times as far from the sun as the Earth is, the sun’s intensity is 96 percent lower.

Restarting production of plutonium 238 and finding a more efficient way to use it are urgent priorities, he said.
